tightened family_id validation to match existing participant_id + 1st 3 digits of participant_id base range

refactored Roles::PDF so that all reports are generated by same method inline_html_to_pdf_no_webkit() so reports should be identical whether by print run, individual print or print_run.pl cron, and only have one sub to define pdf settings for all functions; print_run.pl takes getopt -t for test; moved family_id validation prefix definition to settings.cfg so test & live can have different values; new entry for pcr_and_sequencing_worksheet.tt

fix error in date calculation - datetime col needs DATE() for single day; moved dump_query() to LL::DBIxSimple and Local::DB

adapted print_run.pl to save test file to /tmp and to use today -1 day as end_date->ymd - will be correct if run manually at any time during day

modified print_run.pl to accept cc reports - required new RecordHandler method to return private sub; patched dump_query() to auto-increment index counter at end of sub instead of inline during block - didn't work properly

new cron print_run.pl; amended default.tt to load date of print-run pdf and avoid clash with 'date' tt param

loaded link to print-run pdf if exists (generated by print_run.pl cron task)

moved path to wkhtmltopdf to symlink in /usr/local/bin for consisency with dev, test & deployment servers

replaced <pre> tags with div class in report/results.tt to improve rendering speed of wkhtmltopdf 11+ (0.7sec for v10.0-rc vs 2.6sec for v12.1 2.5)

temporarily suspended combined pdf print run - far too slow on production server & some display issues - font size too big - assume Chrome pdf renderer isseus

bugfix - print run end date using LLU::today, which just returns time_now() - needs to truncate time to midnight
