fixed incorrect date calculation of 1st of next month - eg +1 month on 29th Jan is 1st Mar; added 'PRIORITY' to message subject if last notice before billing code runs

skipped Sunday if last day of month; added ARGV override for JUST_TESTING

improved get_query_params() code, skips Sunday if 2nd of month

replaced multi/national_code_unknown.pl with daily script which exits unless Sunday, 1st of month, or last working day of month
