re-enabled IS correction for bcr-abl tests

remove BCR-ABL changes from master; fix genomics xsd error BCR-ABL changes introduced following a previous premature merge

activated BCR-ABL International Scale correction factor

new MPLA lab-section deployment script; amended trigger definitions; corrected error in genomics xsd file; tested for existence of self_authorisable.yml file or some print_view.t tests fail

changed method of determining whether lab test supported by specimen type from lab-section specimen types datamap to lab-test specimen types datamap

fixed missing specimen error - caused by submission of 'BMAT.PB' - RDBO 0.80 truncated at 4chars; moved specimen split regex to Local::Utils & added validation of specimen length; fixed ErrorHandler error in assuming exists - didn't for devel server; added Sphinx search facility - switchable on/off via config; changed bcl1 to cyclinD1 in gallium trial data feed

patched auto-reporting function to get list of requested lab-tests from request_initial_screen table instead of yaml config file - easier to deal with multiple lab-tests

added new params to outreach biochem; began Sphinx search integration

added gender to simple sql search list; minor cron tweaks
